The "cl65" program is sensitive to the order of arguments, the correct command
line is:
  cl65 -t atari -Osir -o test.c

Your example don't work because test.c is compiled to a c64 (default) target
and then linked to the atari runtime.... not good :-)

Also, in the atari target, the program exits to DOS, so if you don't use a
comand-line DOS you don't see the output. Try loading in bw-dos or
spartaDOS, or simply adding a "while(1);".
